    1. Construction of 834 mu Business and Leisure Areas by Xindong Development Center, Chengde High-tech District

    I. Project Content

    The project is located in the eastern part of Chengde Development Zone, the confluence of Wulie River and Luan River. Covering an area of 800 mu, it is to build a modern "water sports center", large leisure and shopping center, financial services center, Chengde Shengshi Building, five-star hotels and building groups for commerce.

    The total investment is 292.4 million dollars.

    III. Market Analysis

    The construction of Chengde RBD Business and Leisure District will promote the development of related industries, and will ultimately promote the formation of large-scale commercial service areas, the prosperity of the commercial as well as the optimization of urban functions. RBD project, promoted together with headquarter economy, exhibition economy, waterfront economy, creative economy as a whole, has a broad market prospect.

    Being 4 km away from the city center, just 1 km away from the municipal government, Chengde RBD Business and Leisure District has perfect infrastructure and complete public services. With the gradual completion of Jingcheng Expressway and "one ring, eight directions" expressway network(including eight expressways Beijing-Chengde, Chengde-Tangshan, Chengde-Chaoyang, Chengde-Qinghuangdao, Chengde-Chifeng, Chengde-Zhanghjiakou, Tianjin-Chengde and Chengde-Weichang, as well as one city ring freeway ), the transportation is very convenient.

    Ⅴ.Benefit Analysis

    After the completion of the project, it is proposed to sell all the 834 mu commercial and residential land in RBD Business and Leisure District of for all. Referring to the land price for the same area in Chengde, the price of land in this area will be about 1 million yuan per mu, revenues of 121.35 million dollars to be obtained. Therefore, after the completion of the project, the overall economic efficiency is huge and the investment return is guaranteed.

    Ⅵ.Chinese Enterprise's Profile

    Xindong Development Center in Chengde High-tech District is a state-owned enterprise, established in May 2005 with a registered capital of 70 million yuan. It is mainly engaged in the land development, infrastructure construction and attracting investment. This is a powerful company. Up to 2006, a total of 2760 mu land has been developed, and the cumulative total investment has reached to 310 million yuan.

    2. The Reconstruction of Dehui Gate Plaza, Chengde City

    I. Project Content

    This project is located in front of the Dehui Gate of Mountain Resort. An underground parking lot of 24,000 square meters is proposed to be built, with about 600 parking spaces, and the ground landscape it to be constructed. The initial design has been completed, and the design stage of construction drawing is about to be carried out.

    Ⅱ. Investment Estimation

    The total investment is 36.55 million dollars, and 21.93 million dollars is planned to invest in 2010.

    III. Market Analysis

    According to the actual situation of our city, this site is located in front of Dehui Gate of Mountain Resort, a World Heritage receiving Chinese and foreign tourists every year. At the end of September 2009, the completion of the Beijing-Chengde expressway makes the number of the tourists in their own car from Beijing and its surrounding areas doubled. Without any large-scale parking lot around Chengde Mountain Resort, there are always traffic jams, and thus building an underground parking lot of large-scale and high-capacity is in urgent need.

    Ⅳ.Benefit Analysis

    The estimated annual income is 5.12 million dollars, and the cost is to be returned in 8 years. The service life for the construction unit is 20 years, and other business income is not counted.

    3. The Reconstruction of Central Square in Chengde

    I. Project Content

    The project site is located in Central Square, Nanyingzi Street, Chengde. It is to reconstruct the two layers underground of the central square, with an area of 11,000 square meters to be reconstructed, and 400 parking spaces are expected to build.

    Ⅱ. Investment Estimation

    The total investment is 15.35 million dollars.

    III. Market Analysis According to the actual situation of the city, this site is a business gathering area with a high population and frequent commercial activities. However, no parking lot is around. Thus, an underground parking lot of large scale and large capacity is in urgent need of construction or reconstruction.

    Ⅳ.Construction Conditions

    Based on the field reconnaissance, the original design of the two-story commercial buildings is in line with the standards to build the underground parking lot. The preliminary design has now been completed.

    Ⅴ.Benefit Analysis

    The estimated annual income is 2.92 million dollars, and the cost is to be returned in 6 years. The service life for the construction unit is 20 years, and other business income is not counted.
